Traveling to Bacolod City or Negros Occidental soon? Like other cities and provinces in the Philippines, the local government has set new normal guidelines for those planning to enter their respective areas. In this post, we’ll list down the requirements that you need to prepare prior to your trip.
Travel requirements depend on whether you’re a Returning Overseas Filipino (ROF), Locally Stranded Individual (LSI), Authorized Person Outside Resident (APOR) or Non-Essential Traveler (Tourist / Leisure Traveler).
Your destination within the island also matters. Bacolod may be geographically within Negros Occidental but it is politically independent and separate from the rest of the province. Hence, Bacolod has its own policies. Case in point, as of this writing, only Bacolod City is accepting tourists.
Note: The dates when this post is last updated are indicated in this post. But policies and requirements change in these highly unusual times. Before making any move, we highly encourage you to contact the local government directly for the latest, most updated set of requirements.
Important! In compliance with the requirement of the Local Government Unit (LGU) for contact tracing, airline passengers are required to submit contact information and destination address. Passengers flying to Bacolod and Negros Occidental must submit these details by 23:59H, 2 days before departure to ensure that you can take your flight. Further details will be sent to passengers along with the pre-flight reminders through e-mail. Here’s how you can update your residence address if you’re a Cebu Pacific passenger:
- Go to MANAGE BOOKING on the Cebu Pacific website.
- Log in with your GetGo account or enter your booking reference number and surname to retrieve your booking.
- Click UPDATE GUEST DETAILS.
- Update the required details and continue.
Bacolod City Requirements
As of 10 March 2021.
Tourists / Leisure Travelers
- Negative RT PCR nasal swab test from ANY accredited laboratory taken within 3 days prior to departure. Saliva Test result is accepted only if from Philippine Red Cross.
- Roundtrip ticket / travel details.
- Confirmed booking at an accredited accommodation in Bacolod City. For the list of hotels, visit: LIST OF DOT-ACCREDITED BACOLOD HOTELS!
- Travel itinerary for the duration of stay in Bacolod.
- BaCTrac Identification Card. To get a BaCTrac ID, sign up here.
- Online Health Declaration Form. Fill up the form here.
Returning Residents / Locally Stranded Individuals (LSIs)
You need a Notice of Coordination from the Office of Councilor Cindy Rojas.
To make a request, email the following documents to spmcindyrojas@yahoo.com with the subject LSI in (Address):
- Negative RT PCR Test from any accredited laboratory OR Saliva Test from Philippine Red Cross, taken within 3 days prior to departure.
- BaCTrac Identification Card. To get a BaCTrac ID, sign up here.
- Online Health Declaration Form. Fill up the form here.
Returning Overseas Filipinos (ROF)
You need a Notice of Acceptance from the Office of Councilor Israel Salanga.
To send a request, submit the following requirements to israelsalanga.bcd@gmail.com:
- Confirmed flight details to Bacolod.
- Negative RT PCR Test from any accredited laboratory OR Saliva Test from Philippine Red Cross, taken within 3 days prior to departure.
- Passport with stamp upon arrival in the Philippines.
- BaCTrac Identification Card. To get a BaCTrac ID, register here.
- Contact number and Address in Bacolod City.

Authorized Persons Outside Residence (APOR)
You need a Letter of Acceptance from the Office of Councilor Ayesha Villaflor.
Submit the following documents to apor.bacolod2929@gmail.com to make a request:
- Certificate of Employment or DTI/ Business permit for business owners.
- Company or Government ID
- Travel/Work Order from the company declaring the ff:
– Reason and Date of Travel
– Duration of stay
– Means of transportation
– Exact address of destination in Bacolod City - Contact number
- BaCTrac ID Card. To get one, register here.

Overseas Filipino Workers
There are no requirements from the City Government of Bacolod. Coordinate with OWWA Help Desk upon arrival in the Philippines.

Knowing the requirements and guidelines set by the government is now part of our new normal. Following additional health and safety protocols of different establishments is equally important. Hi, if im a manila resident and would go to bacolod for non-essential travel, do i have to take swab test prior to my flight AND another swab test once i get to bacolod city? thanks

I am currently studying at school in Talisay City and I am in Bantayan Island right now. I want to clarify the travel requirements to enter in Negros Occidental. Is there possible to lessen the required travel requirements if any chance that I can go there even in 3 days or less, just to comply the needed requirements of the school?
