Under the directive from the Inter-Agency Task Force on COVID-19, the Philippine government has been implementing testing and quarantine procedures at airports, like the Ninoy Aquino International Airport (NAIA) in Manila, as part of the new arrival process for international travelers entering the country — including returning OFWs, non-OFWs, and eligible foreigners.

❗️ Arriving international passengers must be able to present a negative RT-PCR test result taken within 48 hours or negative antigen test result taken within 24 hours prior to departure from the country of origin. Travelers who have fully recovered from COVID 19 may need to submit a medical certificate. The previously implemented color-coding of countries (green/red/yellow) has been temporarily suspended and the quarantine protocol will be different depending on your vaccination status. • FULLY VACCINATED TRAVELERS shall NO LONGER be required to undergo hotel quarantine provided that they present proof of vaccination that can be independently validated by the authorities.
• UNVACCINATED, PARTIALLY VACCINATED, AND TRAVELERS WHOSE VACCINATION STATUS CANNOT BE INDEPENDENTLY VERIFIED must still undergo hotel quarantine until the release of negative RT PCR test result to be taken on DAY 5 of stay. Then, they shall complete the quarantine at home until DAY 14.

These policies change frequently so it’s also best to contact the authorities or the airline first.

If you’re UNVACCINATED or PARTIALLY VACCINATED, you may need to present confirmed booking with a quarantine hotel that has been accredited by the Department of Health (DOH) – Bureau of Quarantine (BOQ).

This article contains the list of DOH-BOQ-inspected accommodations that are suitable for quarantine. There are two types of quarantine that passengers could be subjected to: stringent and mandatory.

• Stringent quarantine is required for all passengers coming from a ‘high-risk’ area as identified by the WHO or in case of sea-based overseas Filipinos, those from a ‘high-risk’ vessel. It will also be required for any passengers with flu-like symptoms based on the assessment of a health officer at the airport. They will be then required to stay at a stringent quarantine facility until their test results are released.
• Mandatory quarantine is for all the other passengers arriving in the Philippines.

Before you use the list below, it is essential to remember the following points:

❗️ IMPORTANT! ❗️ We publish the same list of inspected facilities released by the Bureau of Quarantine (BOQ) on the above-mentioned date. We only sort them by city or area for easier use. However, we found that NOT ALL listed properties currently accept non-OFW guests for quarantine. Some hotels accept OFWs only, some seafarers only. Some accept via agency/company referrals only, some for business quarantine only. Some are no longer quarantine facilities at all.

Because of this, we decided to call the hotels one by one and ask the reception staff ourselves whether or not they accept guests for quarantine.

✅ Those who answered YES are marked GREEN.
🟡 Those who implement certain restrictions (e.g. OFWs, referrals only) are marked YELLOW.
❌ Those who DO NOT accept quarantine guests at the time are marked RED.

If the property is NOT MARKED, it means that we weren’t able to reach them.

That said, PLEASE CONTACT THE HOTEL FIRST for their latest policies, for good measure.

In addition:

• LOCATION. The list published by the BOQ doesn’t include addresses, so we took the liberty and sorted them by city to make it easy for you to browse. Make sure that the hotel you’re booking is in your preferred part of the metropolis. If you wish to stay near NAIA or Manila Airport Terminals 1, 2 or 3, consider hotels in Parañaque or Pasay City. Some hotels in Manila City and Makati are also fairly accessible.
• ACCOMMODATION TYPE. The listed accommodations are incredibly diverse. You’ll find reputable hotel chains, independent boutique hotels, business hotels, budget hostels and even motels here, and the BOQ list makes no distinction. Do check out photos before booking. We also provided links so you could check what the hotels look like and how much they cost.
• PRICE. Also indicated below are each hotel’s range of lowest rates as provided to us when we inquired and as displayed on online booking sites. These costs may change depending on your travel dates and meal arrangements, and are subject to availability.
• OCCUPANCY. Most hotels allow SINGLE OCCUPANCY ONLY. However, some accommodations accept room sharing provided that you’re from the same household and on the same flight, and you follow the other DOT guidelines. More info in the FAQs section below.
• MEALS. Some hotels include full board meals (breakfast, lunch, dinners) in their published rates, but others don’t. Some include breakfast only, others no meals at all. Be sure to check the inclusions when making a reservation.

PASAY

Much of the Ninoy Aquino International Airport (NAIA), the country’s major gateway, is located in Pasay. In particular, Terminal 2, Terminal 3, and Terminal 4 are located here. It is also where you’ll find here the head offices of various airline companies and courier services. The Department of Foreign Affairs (DFA Main), Manila International Airport Authority (MIAA), Civil Aeronautics Board (CAB), Civil Aviation Authority of the Philippines CAAP), and the Overseas Workers Welfare Administration (OWWA), are also located here.

The seaside Roxas Boulevard is lined with reputable hotel chains, especially near SM Mall of Asia. There are also hotel options just across NAIA Terminal 3. Budget hotels are also available.

FREQUENTLY ASKED QUESTIONS

Are meals automatically included in the price when booking a quarantine hotel?

No. Each hotel has their own meal policy.

While some offer full board (breakfast, lunch and dinner), some provide breakfast only by default. Others do not include meals at all in their published rates.

Be sure to check the inclusions when making a reservation.

Is room sharing allowed?

Can two people share a room? Again, depends on the hotel you choose.

According to the DOT Administrative Order 2021-004A, the general rule is SINGLE OCCUPANCY. But there are exceptions:

1. Families from the same household traveling together (on the same flight), especially those with minors;
2. Health and emergency frontline service workers;
3. Guests who need a companion or special assistance such as:
   – Minors
   – Senior citizens
   – PWD and people with chronic medical illness

Or as may be prescribed by DOH and BOQ.

In addition, not all facilities allow double or multiple occupancy. Based on the calls we made, most hotels can only accommodate one person per room (single occupancy). Some allow more.

You may also need to prove that you’re from the same household and on the same flight. On the official websites of some hotels like The Sphere, Y2 Residence, and The Picasso, the following proof may be required:

• For families from the same household who are traveling together:
  – Copy of ID’s with the same address;
  – Affidavit stating that both guests belong to the same household;
  – Proof of billing including both names of guests;
• For guests with a minor
  – Copy of ID reflecting the minor’s date of birth
• Senior Citizens, PWD, and/or travelers with medical emergencies:
  – Copy of Senior Citizen/PWD ID; or
  – Medical Certificate indicating chronic medical illness

If you don’t belong to any of the above classifications, you may still try to get approval from BOQ by submitting a ROOM SHARE REQUEST via email. This should contain your profile details and the reason for sharing a room. Then send the request to the email address below corresponding to the airport which you will be using when you arrive:

Hotels may refuse check in for shared room if guests do not fall under the accepted profiles and/or guests fail to present the required documents.

Is airport transfer already included when booking a quarantine hotel?

No, not always. A number of hotels include transfer from the airport, but most properties don’t.

If not covered, you will need to book your own transportation to the hotel at the airport.

Check the inclusions before booking.

Can travelers from abroad choose to stay at a quarantine hotel outside Metro Manila?

This we’re not sure of.

The official DOH / BOQ list of approved quarantine hotels does include a few hotels located outside NCR (specifically in Tagaytay, Batangas, Laguna, Rizal, Bulacan and, at times, even Pampanga). We tried calling these one by one and those that picked up (as indicated above) cater only to OFWs via OWWA and/or corporate/agency referrals.

Furthermore, staff of some Tagaytay hotels also advised us that returning non-OFWs and foreigners are urged to stay within Metro Manila for quarantine because, depending what the current community quarantine status is, it is possible to encounter challenges when crossing provinces from NAIA.

International Arrival Process at NAIA (Manila Airport)

Here’s a quick overview of the arrival process at the Ninoy Aquino International Airport. There are some variations in the details depending on what type of traveler you are (OFW, non-OFW, foreigner).

Note that NOT all passengers need to quarantine. It depends on a few factors including your vaccination status. Check the quarantine and testing requirements here.

Before Your Flight

1. Get a BOQ One Health Pass account. You can sign up for an account here. This will serve as your Health Declaration Card (called e-HDC). Once done, you will be given a unique transaction number and QR code that you must keep.
2. For land-based OFWs, create or update your account on OASIS (OFW Assistance Information System) at oasis.owwa.gov.ph. If you’re not a land-based OFW, skip this step.
3. Register for a TRAZE account. TRAZE is the contact-tracing app used by the Philippine government. It’s mandatory to download this app and create an account.
4. Before your flight, go back to the ONE HEALTH PASS website. When asked “Are you currently at the Airport of Departure or are you Departing today for the Philippines?”, choose YES. Then follow the next steps.
5. Print and accomplish the Passenger’s Affidavit of Undertaking, to be submitted upon arrival in Manila. You can find it here.
6. ONLY IF YOU’RE REQUIRED: Book a quarantine hotel. Who is required to present confirmed booking changes frequently so make sure if you need to first before booking.
7. Sign the Declaration and Waiver Form, a copy of which will be handed to you upon check-in at the airport.

Upon Arrival at Manila Airport

1. Attend the safety briefing conducted by the Philippine Coast Guard.
2. Undergo a temperature check and submit the Health Declaration Form.
3. For OFWs, head to the OFW waiting area and fill out the OWWA Project Care Slip. For sea-based OFWs, head to the Validation and Verification desk to confirm your registration.
4. For non-OFWs, verify your quarantine hotel booking with a hotel coordinator and validate your Affidavit of Undertaking. If you don’t have one yet, arrange your hotel transfer at this desk too. Proceed to the verification booth where medical staff will confirm your eCIF data.
5. Clear Immigration inspection. Hand your accomplished Arrival Card to the officer.
6. Pick up your luggage at the assigned carousel at the Baggage Claim area. Submit your Customs form and Affidavit of Undertaking.
7. Approach your respective OFW desk for hotel and transportation assignment:
   – For land-based OFWs: OWWA desk
   – For sea-based OFWs: MARINA desk
   Non-OFWs, skip this step.
8. If you’re required to quarantine: Wait for your assigned vehicle and proceed to your hotel.

At the Quarantine Hotel

This section is only for those who are required to undergo hotel quarantine.

1. On Day 1, check in at your hotel. Wait for the schedule of your test. If you exhibit symptoms anytime between Day 1 and the day of your test, inform your hotel immediately.
2. Undergo an RT-PCR test on assigned date. Present your passport, QR Code, and payment receipt.
   – If you test positive, you will be assessed further by a DOH/BOQ Officer.
   – If you test negative, you may get your BOQ medical certificate.
   When exactly the test will be done depends on a number of factors including your vaccination status and the color code of your country of origin (among others).
3. When the result is ready, present your BOQ medical certificate and negative test result to the hotel staff and get a clearance.

Arrange your preferred transportation getting home. Once you’re released from the facility, you must still complete your quarantine or self-isolation at home under the monitoring of your LGU.

Hotel Stay Guidelines

Hotel guests are expected to follow government protocols during their stay at the quarantine facility. On top of these, hotel establishments may also have their own policies that you must abide by for the safety of both the guests and hotel staff. These rules may vary but here are some to expect.

• Upon entry, hotel staff may have your body temperature checked. If normal, you will be allowed entry. Step on the sanitizing mat at the entrance.
• Upon check-in, you may be asked to sign a Health Declaration Form.
• At hotel common areas like lobby, reception and elevator, keep your face mask on at all times.
• Observe physical distancing at all times and follow the provided floor markers to maintain a 1 meter distance from other guests. Follow the respiratory etiquette.
• After check-in, guests may not be escorted or showed around the room by hotel staff.
• The hotel must provide each guest bathroom amenities and sanitation kits. Sanitation kits may include face masks, gloves, and 70% solution alcohol.
• Dispose of your trash properly. There should be at least two trash bins inside your room, one is for used PPE. Make sure to put face masks, disposable gloves and other sanitation waste in the bins intended for them.
• Rooms should allow convenient in-room dining. Food will be delivered to your room. Food and drinks at the minibar is discouraged and only bottled water is allowed. Sharing of food and belongings are not allowed.
• Meal quality and policies vary from facility to facility. Some hotels serve good food, while others provide basic meals. Some hotels allow guests to have outside food delivered to the reception; others don’t.

These policies are in place to ensure the health and safety of guests and to provide peace of mind for those who will be staying in accommodation establishments.
